QUALIFICATIONS
SUMMARY
As Director of
the Atlanta, Georgia, Bureau of Highways and Streets, responsibilities
included coordinating the design and construction of the City’s
infrastructure improvements and supervising a staff of 550 employees.
Accomplishments included creation and implementation of construction
and maintenance specifications, and acting as a liaison between the
Bureau and local, state, and federal government agencies regarding
projects which would impact the transit needs of citizens. As the
Michigan Department of Transportation District Utilities-Permits
Engineer, responsibilities included administration of laws and
regulations pertaining to the control and use of State trunkline
right-of-way in addition to the coordination of the relocation of
public, private, and municipally owned utilities. Extensive civil and
transportation engineering experience has been gained by managing
numerous projects as a prime consultant or subconsultant in the
capacity of President and Principal Engineer of BBF Engineering
Services, P.C.

Director,
Bureau of Highways and Streets - Responsibilities included; directing
the activities necessary to design, construct, and maintain street and
sewer facilities for the City of Atlanta, Georgia. Additional
responsibilities included the creation and implementation of project
specifications for contracting road and sewer construction projects. As
the Bureau Director, Ms. Foster was also charged with managing a $24
million dollar budget, in addition to coordinating the design and
construction management necessary to complete the City's infrastructure
improvements.
